The European Federation of Public Service Unions (EPSU) represents 8 million public service workers across Europe. We are the strong trade union voice that workers need, whether that’s with employers, the European Parliament, the Commission or national governments.
EPSU is the European region of the global public services federation PSI and is also a member of the European Trade Union Confederation.
EPSU works hard to deliver better working conditions, improved health and safety and enhanced rights for our members. By sitting down with employers at a European level, we negotiate best practice agreements that improve the working lives of public service workers and ensure quality services for citizens.

Psychosocial risks, including violence and harassment, are among the most common occupational risks in the public sector, yet they are also among those that can be prevented. We particularly welcome the attention given to the health and social care sector, where psychosocial risks are the second most common cause of sick leave after musculoskeletal disorders. Together with our employers organisations in 2025 we adopted the Multisectoral Guidelines to Prevent and Tackle Third-Party Violence and Harassment Related to Work. However, more needs to be done on the European level in terms of the binding legislations and this is why EPSU calls for the development of a dedicated directive on psychosocial risk factors.
